I've found that there are issues with the dmx cues for loading and unloading tubes.

even the simplest of scripts give me lights on and then they stay like that for the rest of the game.

The cues for loading and unloading are no good either, they control all the lights!

what could I do to make my buttons with lights useful? 
do the loading/unloading sequences take the same time on each level of difficulty? (about 10 or 11 seconds)

Yes, that's because FINISHED_UNLOADING_TUBE1 and FINISHED_LOADING_TUBE1 are events not states.  See the DMX Cues wiki page for more info.

You cannot distinguish between tubes.   The weapon states (not events) listed in the wiki can be quite useful though.   I use them so the captain (and anyone else) can easily tell when a nuke is loaded, or when any tube is empty or when any tube is ready to fire.

The time varies based on the amount of power engineering devotes to tubes, so no it's not a constant.
