I have a bridge and would like to build a crew. I play regularly with USN, Eastern front, and TSN. However, this doc seems like I need to have the crew and story pre-built before filling. Is that the case?

BUnique, the Canonical Battles are intended for crews who have been playing together in the specified ships for a long time. You don't need to have met the crew face-to-face but you do need to have a lot of experience playing together with the Scout/Light Cruiser/Carrier in question. Canonical Battles are not just fighting, they are acting out roles of the characters you and your shipmates have created.

B Unique - several Eastern Front, TSN & USN members will be there.  There is a high probability an experienced yet ad hoc crew could be put together.  Maybe even as part of canon, the crew had to be assembled from "diverse elements" .  Think of the cooks getting rifles during the Battle of the Bulge.
